[Pkg-postgresql-private] PostgreSQL 7.4 has been released

I am just now committing the changes for the 7.4 release, and will
upload the new build to experimental.

I won't release it to unstable until the previous version has got into
testing, in case there is some problem that will then hold up other
packages.  At the moment, it looks as though we're waiting on perl
alone.

I am making progress with programming the new wrapper structure for
multiple releases, and judging by the current rate of progress, I expect
to be able to get it into sarge.
