What files do you mean exactly? A kind of "What's new?" in
README.Debian? I don't know, maybe the web pages provide a "new
features" list...

I started cleaning the -doc package today. Currently, the tracker does
not have any open items for me any more :-) When I'm at it, I can
continue with it (#148897, #161218).

I don't have time for psql tomorrow and will not be available until
next Tuesday then. Feel free to assign more important tasks to me in
the meanwhile :-)
