Related to this issue and also to #206761 is the following:

What do you think about splitting off all ancillary packages (pgeasy,
pgperl, plr and psqlodbc) to separate source packages? They could get
their own maintainer, wouldn't clutter up the main postgresql
package and separating the dbs patches would clean up a little bit.
This would also solve #206761.

I would put them as separate module in the postgresql archive instead.
I could help with pgperl and pgeasy (I can be the maintainer for my
sake), but I don't know anything about psqlodbc and plr.  Michael,
Andreas, Oliver, would you like to keep the latter packages? Otherwise
we could RFA them, maybe there is some DD who regularly uses ODBC
and/or R.
