dumpall_loc.inc: fixed subtle bug that caused repeated copying of the old
/usr/lib/postgresql/dumpall to /var/lib/postgres/dumpall during upgrade. The
old prerm scripts somehow copied new versions of postmaster into
/usr/.../dumpall so that the old postmaster binary was lost. AAAAARGH!
