Every couple of months this is discussed on the PostgreSQL lists and it 
gets shot down every time for reasons such as security, upgradability, 
portability.  I think since it's not so terribly hard to install 
PL/PgSQL by hand, it would be wisest to stay away from that can of 
worms or fear that wrath of the upstream maintainers. :)
