[Pkg-postgresql-public] Changed revision control system

Hi PostgreSQL friends!

A while ago I started to use bazaar-ng (bzr) for some of my projects
and quickly fell in love with it. It radically simplifies creating,
working with, and branching projects, is much faster, and due to its
design, it is much nicer for offline work. I often develop stuff on
my laptop while being offline, thus working with a central repository
is difficult.

bzr reached the point where it is quite stable and usable, so I
decided to convert the postgresql packages (my last project that uses
bazaar) to bzr. I sealed all the baz branches, so that other devs
don't accidentially commit into it any more.

for where and how to get the new bzr branches from. The steps to your
own branch are now drastically simpler, so contributions from other
people are easier than ever (hint, hint). :-)

for where to get bzr packages from ("bzr" is in sid, for "bzrtools"
you need to add Jeff Bailey's repository).
