So in your case this line applies which rejects *all* TCP connections.
You probably want 'hostnossl' here.

This is an invalid CIDR mask. For IPv4 (32 bits) this must be in the
range of 0 to 32 (number of bits) or a netmask (e. g. 255.255.255.0).
