8.2 is not for Etch. The extensions are not available for 8.2 (at
least not packaged and tested, and I'm not even sure whether all of
them have been ported to 8.2 yet), and the client library got a soname
bump, and a lot of packages depend on libpq4.

We are in freeze now, and such a change would be way too disruptive. I
suggest using backports after Etch's release. Until then please use
the experimental package. It's not 'experimental' in the 'will
collapse beneath your hands' sense, it just can't get to unstable
right now.
