[Pkg-postgresql-public] Common init script

I'm thinking wouldn't it be better if there were only a single init 
script /etc/init.d/postgresql (probably put into postgresql-common) that was 
responsible for clusters of all versions?  There is hardly a use case for, 
say, restarting exactly all clusters of a particular version.  I think having 
an init script by the more or less standard name of /etc/init.d/postgresql 
would make things less different from everyone else and easier to use.

Incidentally, a way to restart a specific cluster only would be nice to have.
