Oh.. I think I have an idea :)

Fernando Ike (fike) said that his sponsor has no time to upload his packages, so he
wants to know if he can add pkg-postgresql to maintainers field. This way
someone in the team can upload his packages.

Also, (this one I'm kind of guessing) we could write mini-guidelines so 
maintainers of postgresql-related packages that have no sponsor can ask
postgresql-pkg team to upload their packages, following those
guidelines.

Talking by myself, I know fike for sometime now and he has good
packages. He has deployed postgresql in many places here in Brazil and
write some articles about it.

Well, if DAM was faster I could sponsor fike's packages. But as I
still waiting for DAM aproval and account creation, maybe a DD could
upload his packages... someone?
