[Pkg-postgresql-public] GiST rebuild

Hi again,

the current minor releases of Postgres require GiST indices to be
rebuilt. I wonder if that should be done automatically on upgrade by the
debian packaging system.

I'd happily try to write the SQL / bash script side of the story, but
would certainly need help regarding integration in debconf or whatever
gui presents those nice dialogs during upgrades.

Versions affected: 8.3.5, 8.2.11 and 8.1.15.

If it's better leaving that to the user entirely, she should at least be
warned, IMO.
