 What times are we talking here? Times like the locales regeneration on
each update, longer, shorter? Is that a one-time thing or one that would
be needed with every future update, too?

 Really depends on the impact of not doing so and the time it takes. If
the impact of not doing so is pretty low, if the time it takes can be
quite long, I definitely would vote for not doing it. If on the other
hand those databases would stop working and it doesn't take any time at
all, I rather would push it, too.
