I agree. Depending on the state of apt, the new package might not be
configured yet, just unpacked, and holding up the upgrade for a long
time is bad, too.

So shipping a script which does the conversion in
/usr/share/doc/.../examples/, and debconf detecting the need to
rebuild and pointing to the script is a good compromise IMHO.

For the record, the versions which broke the indexes never made it to
etch, so it's only a concern for unstable/lenny.
