It did lots of debconf-ish things in sarge. Most of it was to handle
major version upgrades, which failed spectacularly in many times,
which is why I dumped it and replaced it with a post-dist-upgrade
method (pg_upgradecluster and being able to install several major
versions in parallel). The other bits were about choosing cluster
encoding/locale, but that's pretty nonsensical, too, because there are
good and sane defaults.

postgresql-common still depends on debconf and uses it to explain the
upgrade steps. The actual postgresql-8.3 package doesn't, it more or
less just ships the bits, but almost no packaging logic.
