My usual procedure is, download .tar.bz2, bunzip2, gzip --best, rename, 
store in "upstream" directory, commit.

Yeah.  The debhelper 7 move is actually two lines, so I wouldn't bother 
justifying that.  The other changes are actually necessary.

I have committed the upstream tarball and the changelog now (not 
uploaded yet).  If you want to interact with the release team to get the 
new version approved, please go ahead.  Thanks.
