 Yes, it does - and they are indeed two different pair of shoes.

 This is something that the ftp masters (and I also think security team)
always objected to because it might result in strange side issues with
respect to security updates and similar things. At least that's why they
objected to cdbs regeneration of debian/rules - and I guess they will
bring up the same arguments against this approach. I might also be wrong
though and times might have changed.
