[Pkg-postgresql-public] packaging PL/Python and Python 3

It required some build system reorganization for the multi-build, but
it's working fairly well now. I committed this to bzr.

I'll now work on corresponding test cases in p-common, and then upload
this (presumably around Monday). We are now right after a point
release, so the package can easily spend a day or two in binNEW
without blocking anything.
