Well, the postgresql-common is shared between debian and ubuntu, isn't
it? Or is debian a "pure upstream" and used unmodified in Ubuntu?

Oh yeah, it'd be neat to do it in pg_upgradecluster as well. Of
course, I generally don't use that one, since it's not pg_upgrade, but
that odesn't mean it wouldn't be nice if it was useful in there.
