[Pkg-postgresql-public] libpq5 9.x for 9.2?

We have this in the archive now:

Package: postgresql-9.2
Version: 9.2.1-1
Depends: libpq5 (>= 9.1~)

Package: postgresql-client-9.2
Version: 9.2.1-1
Depends: libpq5 (>= 9.0~)

That's the version information from the symbols files, which is fine
for the normal use case. However, psql tends to use more "interesting"
features of the api which might break if we don't force >= 9.2~ here.

Do we want to force that (maybe just for postgresql-client)? I haven't
seen any problems in practise yet, but that might be because I was
always using libpq5 9.2 here.

(I not sure which way I'd recommend yet...)
