Maybe: Please give the output of
ls -ld /etc/ssl /etc/ssl/certs /etc/ssl/private

Yes, it does, that's expected behaviour for Debian packages. But the
Debian scripts also use pg_ctl.

Can you please give me the output of "pg_lsclusters"? Do you perhaps
have some local installation somewhere which is not managed by the
Debian scripts?
