Just to clarify: I want this to be optional, and configurable. (And in
the usecase I had intended it for it turned out to be useless...)

I'm thinking about a pg_ctl_wrapper (or _prefix) setting in
/etc/postgresql/*/*/pg_ctl.conf, but a command line switch for
pg_ctlcluster is also a good idea for one-shot operations.
