[Pkg-postgresql-public] autopkgtest support

Thinking more about that for some days, the variant I'd favor now is:

* Add autopkgtest runs to the individual postgresql-x.y server
  packages
* Remove the autopkgtest from postgresql-common

That way, all server versions are tested, and no new meta packages are
needed. Upgrade tests will usually require packages from different
distributions and cannot be tested fully automatically anyway. (At
least not without some more complex infrastructure.)

In the meantime, I've used pg_virtualenv to sucessfully run "make
installcheck" on postgresql-pgmp.
