[Pkg-postgresql-public] Bug#697618: postgresql-9.2: missing docbook Build-Depends

While building from source in a clean chroot, I had to install the
`docbook` package to make it build properly.
Otherwise I had the following errors:

Am I wrong or `docbook` is a missing build dependency?
