Hmm. I've successfully used pg_upgrade on machines that didn't have
pg_config installed, neither the pg_config from postgresql-server-dev-*,
nor from libpq-dev.

It seems to use pg_controldata, but that's part of the server
packages.

Did the need for pg_config change recently? Or is it only used if you
don't pass "enough" arguments to pg_upgrade? The pg_upgrade support in
pg_upgradecluster doesn't seem to need it.
