package: postgresql
version: 9.4+165
This happens when default locale is set to 'None' (en_IN without en_IN
locale in the system).
root at pod:~# dpkg-reconfigure locales
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:

LC_ALL = (unset),
LC_PAPER = "en_IN.utf8",

LC_MEASUREMENT = "en_IN.utf8",

I think this is an issue with perl, but I think falling back to C locale
should work.
