[Pkg-postgresql-public] Bug#804158: pgbouncer doesn't start afert install

Hello,

after installing pgbouncer (and of course changing START parameter to 1 in /etc/default/pgbouncer) the daemon doesn't start.
It only starts after trying to stop it.

root at debian:~# systemctl start pgbouncer.service
root at debian:~# ps -ef | grep pg

root at debian:~# systemctl stop pgbouncer.service
root at debian:~# ps -ef | grep pg
