+1.

Moving programs between packages has always been hard, because of the
manpages update-alternatives mechanism wrt. slave links. I haven't
checked yet, but I'd think we need to update the maintscript-functions
file for this as well.

That said, I've been pondering for some time to fully merge the
-contrib package into the main server package. The contrib package is
much smaller than the server package (2MB vs. 19MB), so it wouldn't
take much extra space, and the dependency footprint isn't huge either
(unless maybe the system doesn't have any non-essential packages
installed).

I had asked that question on #postgresql-apt (freenode) a few months
ago, and people were generally in favour.

pg_regress is hidden in an even more obscure location, maybe we (or
upstream) should move that to a place where it's easier to find. (Even
if it's just for "pg_regress --help"...)
