[Pkg-postgresql-public] Bug#869604: postgresql-common: Consider changing default mode to upgrade instead of dump

The dump/restore cycle has become increasingly difficult due to time and disk
space requirements.  pg_upgrade has matured and proved itself safe.  Is it time
to change the default mode to upgrade?
