[Pkg-postgresql-public] Bug#876282: postgresql-common: pg_upgradecluster checks for pg_restore parameters when using pg_upgrade

Package: postgresql-common
Version: 184.pgdg90+1
Severity: normal

pg_upgradecluster has a check for no-data-for-failed-tables whereby it checks pg_restore
compatibility as soon as there are any upgrade scripts available.

This check should only run when using dump/restore mode, not when using pg_upgrade mode, I believe.
