[Pkg-postgresql-public] Bug#891687: postgresql-common: provide easy way to spin up a systemd user service cluster

The previous patch had a small error in it ("psql" in one instance where
i'd otherwise settled on "postgres").  I'm attaching a revised patch
that doesn't have that problem.
