libpqtypes is pretty much dead upstream. I'd rather have it build
{sanely|reproducibly} using a hack, than not at all.

If I recall the issue correctly, the problem is only visible when
using an artificial timezone like GMT+N, but not when using the
standard ones (Europe/Berlin). So it's not even a real problem in
practise. (What I wrote in the bug about it being a PostgreSQL bug was
a red herring.)
