Hi Daniel,

I was looking at generally reworking the systemd integration of
pg_ctlcluster (i.e. throwing everything out that we don't need), and
making user cluster work, but didn't have enough time yet. 191 was
simply for getting the easy things released.

What I'm missing in your patch is the version number in cluster names,
which is needed to make upgrades work. Sorry for not getting back on
this earlier - it's definitely on top of the TODO list for things I'd
like to have in postgresql-common.
