[Pkg-postgresql-public] Bug#914189: postgresql-hll is not ready for 32bit systems

According to https://github.com/citusdata/postgresql-hll/pull/57 the package is
not ready for 32bit systems. So maybe better limit the build to 64bit archs?

Unrelated issue: is the package working on big endian archs? Asking because of
