[Pkg-protobuf-devel] Updating to protobuf 3.0, adding new project members

Hi,

First up, I've added a couple of extra people to the project, Tim
Emiola, who represents gRPC upstream, and Jisi Liu, who represents
protobuf upstream.

I would like to propose that by Friday, November 6 (AEST), I upload a
new protobuf version 3 package to experimental.

I plan on using this Thursday (AEST) to prepare the packaging in the
Git repository.

I do not plan on adding any additional language bindings to this initial upload.

If you see any problems with this approach, please let me know by this
Friday, October 30.
