[MERGE] Sync debian_support.py with the latest code from secure-testing repo

Hello.

(Since in Extremadura I talked with Zack and Filippo about having
everything get reviewed on list before commiting, I'm now applying the
same to me, even if the change is trivial (like this one).

The deal is that at least somebody else should read the changes and
agree to them, by seding to the list a "+1" or equivalent comment. Or
just comments.

To prevent stagnation, I think we can merge our changes after 5 days
without reviews.)

This is just what the subject says, unbreaking version comparison
without apt_pkg by removing support for it.
