Can python-debian install a .deb package?

Hello,

We are looking for portable solution for a installer of a
Debian-package-based distribution.
The installer should be able to work on different Linux (not only
on Debian- and Fedora-based, and even on the FreeBSD) system to install
a set of the .deb packages to an arbitrary directory.

We are considering the Python scripts for this installer. Can the
python-debian binding help us to perform installation of the Debian
packages?
