[Pkg-qof-maintainers] Bug#383746: qof: FTBFS on hppa, sparc and m68k: date test failures

Thanks to the bug trace reports and the feedback on the date command, I
now have a simple way of testing for this bug on any system, independent
of the timezone setting. (Basically, export TZ when running test-date
manually.)

I hope to be able to fix this bug very soon.
