[Pkg-r-builders] R Consortium ISC Agreement for Adding Linux Binary Builders to CRAN

Hi all,

There has been some back and forth at the R Consortium level about the proper
contract format (in essence: some of us pushed back against copyright
assignment to the R Consortium / Linux Foundation) and this is what we now
got.

I am traveling so I haven't had time to review but I thought I'd pass this
one.

And would be good to get some traction over the summer.
