The ROX project provides an application called Archive (which is the
default handler for tar files if you install using ROX-All rather than
the Debian package). This defaults to extracting into the same
directory as the tar file, although it offers the choice to extract
elsewhere (drag instead of pressing Return when the dialog pops up).
