[Pkg-rpm-devel] Bug#853144: debootstrap recipe fails when building for xenial

The dpkg-dev version present in xenial has a bug where it'll fail iff there are
symlinks present under the path it's pointed to. This causes the debian
debootstrap recipe to fail when building for xenial.
