Indeed, the package doesn't build with git-buildpackage, because of:

As the package is format 3.0(quilt), all changes to "upstream" files
(such as adding the README and mandpage files) should go into a patch
in debian/patches.

An alternative way is to add these files into the upstream branch,
repackage it  as 20131010 or something, then reimport that into master
in pristine-tar branches. Well, more or less something like this but
Ralf can probably give better advice than ma.
