Given that we're in freeze for stretch, it won't make it to testing.
So, it's usually recommended to avoid uploading a new upstream in
unstable because it may make it harder to upload a fix for the version
in testing in case you get an RC bug (it then requires uploading
through testing-proposed-updates, which the release managers tend to
discourage).
So, a "good citizen" behaviour is to keep new upstream versions out of
unstable during the freeze. That's a bit infortunate when one wants to
promote new uupstream versions of course, but that's the common
trade-off when the release is approaching.
I'd recommend uploading to experimental, indeed.
