That directory was missing the sgid bit, which is useful for such
group projects. Since it's irrelevant where the directory really
is, I have created the following repositories in my home on costa:

costa:~forcer/pkg-scheme48/scheme48/debian/
costa:~forcer/pkg-scheme48/scheme48/upstream/

They're populated now.
