[pkg-s48-maint] A tale of two policies

Hi there!
I put a (prelimary?) version of a "policy" for the taskforce on
http://pkg-scheme48.alioth.debian.org/policy.txt, just as a
central reference.

As for my Scheme 48 package, I think it's done so far. So unless
there are any objections, I will upload it once the Scheme policy
and the virtual packages are accepted.
