According to point 5 of the text of the GR[1] Debian Maintainers are not 
allowed to upload NEW packages. So DAK will probably reject DM uploads of a 
NEW source package or of a source package that introduces a NEW binary 
package.

But I guess you won't have problems finding a sponsor in the pkg-scicomp team.
