[Pkg-scicomp-devel] Bug#462290: superlu: Please depend on libblas instead of refblas3

As part of the g77 to gFortran transition the blas libraries have been
rebuilt and renamed.

Please build depend on libblas-dev instead of refblas3.dev and depend on
libblas3gf instead of refblas3

This change is needed so that superlu can be included in the new armel port
which does not have g77 since it has been unsupported since gcc 3.x.
