[Pkg-scicomp-devel] Adding FEniCS to repository

I can now build the packages on Debian unstable (both 32 and 64 bit)
without any problems so I think they are ready for upload. These are the
packages:

ufc, ferari, fiat, ffc, instant, viper, dolfin, and fenics (meta package)

Note that dolfin has a build-dependency on ufc, so it is necessary to
build dolfin after ufc.
Note also that syfi is missing as I think it is best to wait for the next
upstream release.

If you run into any problems or have any question regarding the packages,
please let me know.
