[Pkg-scicomp-devel] Bug#513814: libmesh: debian/copyright and license problems

debian/copyright doesn't contain the full text of the QPL, which
is a policy violation.

Also the QPL code was apparently modified for libmesh, which is
probably a license violation since the QPL does not allow
distribution of modified source code, only in patch format
together with the original source code.
