As a maintainer is listed pkg-scicomp-devel at lists.alioth.debian.org, so
you should contact this mailing list (CCed them). As a group, you
might also want to join them to co-maintain this package.

Package updates are often trivial, but the maintainer might have good
reason for not updating right now. Especially when we're in freeze.

The package is not on a LowNMU list and you don't fix any RC bug, so
usuall NMU policy should apply, see
