Finally! It's ready, it passes the tests (except one in vec, not
worrying about it), it's uploaded, and it's at the website above.
I also made pkg-scicomp-devel the maintainer, with me as first uploader.
Have fun with free SLEPc! And when it's done, let me know; it would be
great to have libMesh use it.
